GRANTS COMPLIANCE MANAGER
POSITION
OBJECTIVE:
The Grants Compliance Manager will be responsible to ensure Water For People’s grant proposals and grant implementation is compliant with grant financial and legal/agreement donor requirements and Water For People policies and procedures. This role will be responsible to ensure that grant financial information (budgets, reports, projections, etc.) are in compliance with donor’s rules and regulations, WFP’s Grant Management Policy and Procedures in all financial aspects, WFP’s Cost Recovery Policy, and others related to effective grant financial management. This position is also responsible to ensure WFP is compliant with donor’s regulatory and grant agreement requirements, monitoring regulatory/administrative changes for institutional donors, maintaining our registrations, contact information, related to subrecipients, etc. This position is also responsible for developing compliance manuals and developing and delivering compliance training. This position also leads to the closeout process of the grants and supports the audit of all grant funded projects.
ESSENTIAL JOB FUNCTIONS
& DUTIES:
Grant Financial Management
- Approve financial proposals (budget) reviewing the accuracy, and ensuring it follows donor’s rules and regulations and WFP’s Cost Recovery Policy and Procedures. Monitor the funds generated as a result of cost recovery.
- Act as the Finance Designated to approve grant’s financial reports before submission to the donor.
- Work in collaboration with the Controller to provide input into organizational budgets and projections and ensure that grants’ financial information is accurate in terms of revenue and expenses.
- Determine the conditionality and restriction type of all grant agreements /contracts.
- Work in collaboration with the Regional Finance & Administration Manager and Country Programs to prepare the grant financial information for audits, acting sometimes as the main point of contact of donor’s auditors.
- Leads the grant financial closeout process.
- Prepare the reports for NICRA provisional and final rates.
- Coordinate the monthly reconciliation of all grants in terms of revenue, expenses, and overhead recognized.
- Collaborate during the annual Institutional Audit in all grants related tasks including the determination of restricted net assets and carryover by grant to the next fiscal year.
Grant Compliance
- Review agreements / contracts with donors from a financial and compliance perspective to propose corrections before signature.
- Develop compliance protocols and guidelines for major institutional donors.
- Provide guidance on regulatory and contractual compliance during proposal development and implementation.
- Work in collaboration with the fundraising team providing guidance on contract terms and conditions before proposals are submitted.
- Submit administrative and compliance reports as required by contract terms and conditions such as FFATA reporting and others.
- Support program staff in processing modification requests, no cost extensions, cost extensions, budget realignments, and other amendments as required.
- Support the Business Development Team to develop, roll out and maintain program monitoring and evaluation tracking tools; to identify and share gaps with project coordinators and develop tools to alert upcoming assessments and evaluation per grant.
EXPERIENCE, KNOWLEDGE & SKILLS REQUIRED:
- Master’s Degree in related area with a minimum of three years of relevant experience, or bachelor’s degree with five years of relevant experience in
a relevant field.
- 3 + years of progressive professional grants management experience.
- Experience working with grants and providing compliance support to programs and operations teams for USAID and others like European Union, United Nations, IDB, AfDB, GIZ, UK Government donors, would be a plus.
- Knowledge of the compliance environment and relevant rules and regulations within the international development sector.
- Experience developing and delivering training on grants and compliance subjects.
- Strong collaborator with effective interpersonal, analytical, and communication
skills.
- Demonstrated ability to manage and meet competing deadlines in a fast-paced and changing work environment.
- Must have a proven track-record of proactively identifying and communicating potential problems and proposing solutions for grant management and
compliance-related challenges.
- Spanish speaking preferred.
- Advanced proficiency with Microsoft Excel and accounting software (NetSuite) preferred
- High level of attention to detail, commitment to quality and accuracy and ability to meet routine deadlines
- Ability to communicate effectively in verbal and written form with those who may not possess a financial background

· Remote work opportunity, or the option to work from an office if conveniently located near one of our offices located in Bolivia, Guatemala, Honduras, Peru, India, Malawi, Uganda, Rwanda or Tanzania
· Remote work opportunity from any state in the USA except for NY, NJ, WA, VT, HI and CA.
• You must be a citizen or legally authorized to work in one of these countries to be considered for this position
• Ability to work outside regular business hours to meet with personnel located in other time zones.
