Overview

The North Central Region Healthcare Coalition (NCR HCC) is a collaborative network of healthcare organizations and their respective public and private sector response partners. Together, they serve as a multi-agency coordination group to assist with preparedness, response, and recovery activities related to health and medical disaster operations. The mission of the NCR HCC is to promote, develop, and enhance cross-jurisdictional and cross-disciplinary coordination to the health and medical component of incident preparedness, response, and recovery. This is achieved through communication, planning, training, and collaboration with coalition partners and key stakeholders.

Trailhead Institute is a public health institute whose mission is to advance innovation and collaboration in public and environmental health. As a fiscal sponsor of the North Central Region Healthcare Coalition, Trailhead provides administrative oversight for NCR HCC staff, who will work most closely with members of the NCR HCC Governance Board. As an employee of Trailhead, the Readiness and Response Coordinator will help to further the organization’s mission, to build a regenerative organization that actively works to reverse historical inequities within public health and within our organization, and to operate in accordance to our organizational drivers of collaboration, capacity, and justice. This person will ensure that a focus on inclusivity, diversity, and equity is incorporated throughout all components of their work.

About the Role

The NCR HCC Readiness and Response Coordinator is primarily responsible for development, implementation, and evaluation of emergency preparedness related plans, procedures, protocols, and agreements in coordination with local, regional, and state partners. The coordinator works closely with pre-hospital and hospital providers, local and state public health entities, local and state emergency management, and other key planning and response agencies to promote preparedness activities in the healthcare sector. Typical projects include plan development and review, training and exercises, after action reviews, access and functional needs planning, and program evaluation, as well as providing status reports on projects and deliverables to the NCR HCC Governance Board, Trailhead Institute, regional and state partners, and the Colorado Department of Public Health and Environment.

Position Summary

The NCR HCC Readiness and Response Coordinator will assist in the coordination of all-hazards emergency preparedness projects for the NCR HCC. The Readiness and Response Coordinator will report to the Executive Director and will work in collaboration with internal and external teams and partners. This position will be classified as Manager at Trailhead Institute.

This position will work a hybrid-remote/in-person schedule with a focus on Colorado communities.

Responsibilities:

Planning: Develop and update comprehensive emergency preparedness plans (e.g., response plan annexes, information sharing plans, continuity of operations, etc.) in coordination with local, regional, and state partners to prepare for designated emergency planning, response, and recovery efforts.
Preparedness: Participate in coordination efforts to enhance the readiness of the health and medical system to deal with large numbers of casualties and/or patient surge.
Response: Serve in the Regional Medical Operations Coordination Center (RMOCC) during incident response to support coordination activities, including but not limited to, information sharing, situational awareness, and resource identification.
Presenting: Present deliverables, After-Action Reports, documents, trainings, and more to a variety of stakeholders at various levels of business and government structures.
Training and Exercise: Contribute to regional emergency preparedness, response, and recovery training and exercise activities to include developing, organizing, facilitating, participating in, and/or evaluating drills and exercises geared toward intended audiences. Develop and/or participate in hotwashes, After-Action Reviews/Reports, and Improvement Plans.
Coordination and Partnership: Serve as a liaison with other response partners, including offices of emergency management, hospitals, behavioral health, fire, law enforcement, emergency medical services, community clinics, governmental agencies, other healthcare coalitions, etc. Provide support and technical assistance to partners as needed.
Programmatic Development: Attend and participate in required meetings and committees related to coalition operations and program activities. Provide guidance and support to the three coalition chapters and chapter co-chairs to facilitate local networking coordination and collaboration amongst partners.
Grant Management: Assist in organizational management activities such as developing and monitoring budgets, developing and monitoring statements of work, contract monitoring, monitoring grant-funded projects, and reporting on these activities, as needed.
Additional duties as assigned.

Desired Experience

Bachelor’s degree from an accredited college or university with major coursework in emergency management, public health, communications, education, or a related field.
3+ years relevant work experience.
Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Successful completion of FEMA 100, 200, 300, 400, 700, & 800 courses, or ability to complete within 12 months of hire.
Disaster preparedness background, preferred.
Experience working in a coalition (or other multi-sector, collaborative organization), preferred.

Skills

Excellent interpersonal skills and ability to communicate verbally and in writing to deliver presentations, write plans, prepare reports, and maintain professional relationships.
Ability to write, edit, and proofread with knowledge of spelling and grammar conventions.
Knowledge of principles, practices, techniques, and procedures related to emergency preparedness planning, evaluation, needs assessment, statistical analysis, and data interpretation.
Understanding of current health and emergency management principles, best practices, and operational processes within healthcare organizations.
Ability to establish and maintain effective working relationships with staff, representatives of other agencies and organizations, state and local responders, and members of the community.
Demonstrated work history of coordinating and completing tasks independently and on time.
Knowledge of principles and methods of project management and evaluation including analysis, evaluation, report writing, and grant writing.
Ability to ensure the consideration of the role of cultural, social, and behavioral factors in the accessibility, availability, acceptability, and delivery of training and programs.
Strong skills in word processing, database records management, PowerPoint presentations, and research methods via the Internet.
Ability to work independently, take initiative, engage, and thrive in a remote work environment.

Special Qualifications

Requires the use of a personal automobile, valid driver’s license, safe driving record, and ability to travel throughout the state.
Position includes frequent travel across the ten-county North Central Region of Colorado. Coordinator must reside in, or nearby, any of the ten counties.
Must be able to work on-call rotation for after-hours calls related to emergency preparedness and response/incident management.

This is a full-time, exempt position with office facilities in Denver, Colorado. This is a hybrid position. The applicant selected for this position must reside in Colorado by date of hire. All business is conducted in Mountain Time.

Salary & Benefits

Hourly / Salary range for this position is $75,000 – $80,000. Trailhead Institute offers a generous benefits package including paid vacation and sick time (prorated for part-time employees), health, dental, vision, life, short-term and long-term disability, a free RTD EcoPass, and a 401k with a 100% employer match up to 10% of compensation.

The salary for this position is provided by limited-term funding. If the funding ends, the position may be discontinued, and there is no guarantee for future employment with Trailhead Institute.

If you will be using a personal vehicle to drive yourself for Trailhead Institute business, you must provide a valid driver license and proof of insurance. While access to reliable transportation is a must, having a driver’s license and/or personal vehicle is not a requirement for employment with Trailhead Institute.
