Organization Summary 

One Earth Future is an international NGO whose mission is to provide growth capital and support services to small- and medium-sized enterprises in fragile and conflict-affected settings. We currently manage the Nordic Horn of Africa Opportunities Fund, a $28 million Sharia-compliant debt fund in Somalia, and are preparing to expand in the Horn of Africa and francophone west Africa. OEF believes that, with the right support, small and medium-sized enterprises can be a driving force for peace and prosperity in their countries.

Compensation
The US-based hiring range for this position is $125,000 – $150,000 annually.  

This position is benefits eligible. Offered benefits for US staff include Medical, Vision, Dental, Life Insurance, Short and Long Term Disability, and a 401k.

Location 

Broomfield, Colorado; Washington, DC; or Nairobi, Kenya. All offices operate on a hybrid work schedule, with Tuesdays and Thursdays in the office. 

Primary Responsibilities 

The Associate Director of Compliance will be OEF’s lead internal subject matter expert on regulatory compliance. Working with the Executive Director and Controller, they will ensure that OEF complies with all relevant laws and regulations, as well as investor and donor requirements. The ideal candidate will have experience managing compliance programs of impact
funds in the developing world, in addition to having some familiarity with implementing grants and subawards. An entrepreneurial leader and competent cross-cultural communicator, the Associate Director will liaise with government ministries in east and west Africa to understand OEF’s obligations and ensure that they are met.
 

Specific Responsibilities & Duties 

Compliance

· Lead the design and development of compliance policies and procedures and partner with program staff to oversee the implementation of compliance standards and practices. 

· Drive the identification and development of corrective action plans to resolve problematic compliance issues. Develop strategies and practices to reduce the potential for violations
and noncompliance.
 

· Set standards and metrics for operational efficiency. Develop and deliver required reporting on compliance audits to OEF’s executive team. 

· Minimize risk to the organization by proactively identifying potential problems and offering possible solutions and troubleshooting options.

· Conduct procurement reviews and provide advice per OEF policies and procedures.

· Stay apprised of relevant changes in rules and regulations and communicate updates to OEF’s staff.

· Enhance subject matter expertise on various compliance topics, including grant management, sub-recipient monitoring, procurement, and/or USG acquisition (contract) regulations, and contribute to developing/revising manuals, guidance, templates, and tools.

· Develop and conduct training to contribute to organizational learning and increase knowledge in grants, contracts, and compliance topics. 

Grants and Contracts Management

· Review and approve vendor contracts, independent contractor agreements, MOUs, partnership agreements, proposals, and budgets prior to submission.

· Act as a liaison between OEF and outside counsel for the review of complex contracts.

· Analyze, interpret, and apply investor and donor regulations, terms and conditions of grants and contracts, and OEF policies in the day-to-day management of all programs, serving as the lead advisor on award compliance in HQ and field-based staff.

· Review existing and new limited partnership agreements (LPAs) and make any changes to OEF policies or procedures necessary to comply with LPA requirements. 

· Work with executive team to negotiate terms and conditions of awards and modifications.

· Develop and maintain good working relationships with OEF staff and counterpart staff of investor and donor agencies.

· Maintain agreement-related files and database records for awards and LPAs.

Required Skills and Experience 

· Graduate Degree, plus a minimum of 10 years of relevant experience, or equivalent combination of education and experience is required. 

· Minimum five (5) years of experience in financial services compliance, preferable as it relates to private debt or private equity funds.

· Proven leadership skills and experience of managing and motivating teams of compliance professionals.

· Prior experience reviewing and approving vendor contracts, MOU’s, and partnership agreements.

· Knowledge of the regulatory environment as it pertains to the asset management industry.

· Proven effective and efficient leadership and management skills in a diverse, multi-national and multilingual work environment.

· Strong customer service orientation and verbal and written communication skills.

· Meticulous attention to detail, as well as outstanding critical thinking and proactive problem-solving skills.

· Proven ability to prioritize and follow-through.

· Can establish themselves as a reliable point of contact for internal and external parties. 

· Must be able to work and communicate effectively cross-functionally at all levels in the organization.

· Previous supervision experience is required.

Preferred Qualifications 

· Graduate degree in law (JD, LLM, Masters). 

· Prior experience with grants life-cycle management.

· Ability to review and provide guidance on sub-awards, grant manuals, and activity management manuals.

· Demonstrated experience working in or supporting activities occurring in high conflict areas, or post-conflict countries.

· Proficiency in French.

Physical Work Demands 

· Able to sit at a computer for extended periods of time.

· Able to bend at the waist and reach on a daily basis.

· Able to lift and move up to 25 lbs regularly.
