Code Compliance Officer I/II

Code Compliance Officer I: A Code Compliance Officer I performs a variety of duties necessary to execute the County’s Code Compliance programs. They execute a range of tasks involved in the investigation of potential violations and the enforcement of zoning regulations, and environmental blight. This position reports to the Code Compliance Supervisor.
Code Compliance Officer II: Code Compliance Officer II is an Advanced Level class position of the Code Compliance Officer Series classification and employees in this class perform and execute the duties of Code Enforcement Officers I. as well as a variety of duties necessary to execute the County’s Code Compliance programs and International Property Maintenance Code. They perform a variety of duties involved in the investigation of potential violations and the enforcement of zoning regulations, environmental blight and property maintenance codes. This position reports to the Code Compliance Supervisor.

Examples of Duties for Success – ALL LEVELS:
- Investigate/inspect complaints of zoning violations, property maintenance codes, and environmental blight; issue letters to property owners notifying them of violations as appropriate; affix notices of violation on a property to abate zoning violations and blight; conduct follow-up investigations to ensure compliance with applicable codes and ordinances.
- Inspect existing buildings for change of use, occupancy, or compliance with applicable ICC codes and ordinances.
- Issue “Notices to Comply” on violations; maintain records of historical facts for possible legal actions.
- Perform and coordinate inspection activities with other county departments and outside agencies as required.
- Remove and/or cover graffiti from County, public, private, and commercial properties using a variety of specialized equipment and chemicals/solvents following all procedures and policies of the graffiti removal process.
- Responds to parking violations and complaints.
- Remove non-approved signs and posters from County property.
- Provide information to the public regarding services offered by the Neighborhood Services Division.
- Research records for legal descriptions of property, owner’s records, and zoning regulations; research and collect data to determine accurate mailing addresses for alleged violators.
- Coordinate blight clean-up orders and secure vacant properties with outside contractors.
- As appropriate, prepare documentation for submission to the County Attorney to file a complaint for noncompliance; testify in court as necessary on behalf of the County.
- Provide information to violators, the public, business community, and other government agencies regarding codes, laws, and ordinances; respond to questions, complaints, and inquiries.
- Maintain a log of inspection activities performed regarding the findings of daily inspections.
- Perform searches of legal records for names of property owners not in compliance with construction regulations.
- Perform minor maintenance on an assigned vehicle.
- Perform other related duties and responsibilities as required.
Additional Duties for Success – Code Compliance Officer II:
- Inspect the demolition and removal of structures in the county.
- Maintain records of historical facts for possible legal actions.
- Research problems and complaints regarding residential buildings, building construction, and code compliance.
- Coordinate clean-up orders and securing vacant properties with outside contractors. As appropriate, prepares documentation for submission to the County Attorney to file complaint for noncompliance; testifies in court as necessary on behalf of the County.
- Provides information to violators, the general public, business community and other government agency’s regarding codes, laws, and ordinances; responds to questions, complaints and inquiries.
- Maintain files and records related to complaints, citations and violations; prepares a variety of written reports, memorandums and correspondence.
Qualifications for Success
Qualification for Success – All Levels:
- Ability to learn and apply basic codes, ordinances, laws, and regulations pertaining to zoning, property maintenance, and blight.
- Engage in safe and efficient work practices as they relate to code enforcement. Use all required safety equipment.
- Apply safe driving principles and practices when operating a motor vehicle.
- Ability to learn, interpret, and apply State and local policies, procedures, laws, and regulations. Learn court procedures, including, but not limited to, citation issuance and obtaining various types of inspection warrants and court documents.
- Work independently with minimum supervision and engage in problem-solving throughout the day.
- Ability to learn the operation of computer and County-supported software, including MS Office Suite, Accela, JD Edwards, E-Docs, and other software used in the Community Safety and Well-Being Department, including the use of a noise meter and iPads and cameras for field inspections.
- Communicate clearly and concisely, both orally and in writing; make presentations. Establish, maintain, and foster positive working relationships with those contacted in the course of work.
- Coordinates with other agencies regarding a variety of matters including joint inspections.
- Ability to operate a noise and/or light meter.
Additional Qualifications for Success – Code Compliance Officer II:
- Learn the operation of computer and County-supported software, to include MS Office Suite, Accela, JD Edwards, E-Docs and other software used in the Community & Economic Development Department, including the use of iPads for field inspections.
- Coordinates with other agencies regarding a variety of matters including joint inspections.
- Ability to remain motivated and dynamic and engage in problem-solving throughout the day.
- Demonstrate thorough knowledge of advanced codes, ordinances, laws, and regulations pertaining to zoning, property maintenance, and blight.
- Apply principles, practice, methods, and techniques of zoning and property maintenance code violation investigation and enforcement.
- Engage in safe and efficient work practices as they relate to code enforcement and property maintenance.
- Apply basic principles and procedures of record keeping.
- Ability to operate photography equipment.
- Operate modern office equipment, including computer equipment.
- Learn County codes, ordinances, laws, and regulations pertaining to zoning, property maintenance and blight abatement.
- Learn, interpret, and apply State and local policies, procedures, laws, and regulations. Learn court procedure, including, but not limited to, citation issuance and obtaining various types of inspection warrants and court documents.
- Maintain and update records, logs, and reports.
- Respond to inquiries, complaints, and requests for service in a fair, tactful, and timely manner.
- Work independently with minimum supervision.
- Enforce necessary regulations with firmness and tact, always maintaining excellent customer service whenever possible.
- Communicate clearly and concisely, both orally and in writing; make presentations. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
- Take proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents.

More Qualifications for Success
Code Compliance Officer I:
Experience: Two (2) years of experience working with the public and in the interpretation of rules, laws, or procedures including investigating allegations
Academic Experience:
